CUSTOMS TRADE BULLETIN Issue Date: May 10, 1999
On April 6, 1999, a Final Rule was published in the Federal Register amending the Customs Regulations to implement Title IV of the Anti Car Theft Act of 1992 (Pub.L. 102-519, 106 Stat. 3384). The amendments concern the exportation of used self-propelled vehicles, the nature of the documentation that establishes ownership of a vehicle bound for export, and the presentation of that documentation to Customs. The document also clarifies procedures to enable Customs to more efficiently and effectively deter the export of stolen vehicles. The amended regulations are effective 30 days after publication. Therefore, effective May 6, 1999, exporters or their authorized agents (see
Export Power of
Attorney) of used self-propelled vehicles being exported from the U.S. will be guided by the new procedures.
All vehicles to be exported will fall under one of three categories, and Wing Bridge has put together the procedures according to which category your vehicle falls under, whether it be
Titled
Vehicles, Non-Titled
Vehicles, or Leased & Lien
Vehicles. These procedures are a comprehensive list that, if followed properly, will ensure a smooth transaction with U.S. Customs.
Important Note: When presenting your paperwork to Customs, remember to complete and present the official
Customs Form along with the paperwork to avoid any delays.
It may be helpful to print and utilized the attached Export Vehicle Checklist to ensure that you have covered all points in the process.
